Since 1992, the
Flashlight Program has been developing tools (survey
questions, interview guides, cost analysis measures, and
research designs) to help educators answer some of the most
commonly asked questions about technology and educational
improvement.
There are many people and institutions
without whom the Flashlight Program would not have been
possible.

The creation of Flashlight at The
Annenberg/CPB Projects was stimulated by a series of
invitations to Ehrmann, then a Senior Program Officer,
for talks and articles in the early 1990s to describe
what had been learned about "what works" with
information technology. Without those invitations, none
of this would have happened.

Nor would it have happened without the
vision of Alfredo de los Santos of the Maricopa
Community College District who saw the need for better
evaluation with exceptional foresight.

the support and collaboration of Scott Roberts at
Annenberg/CPB…

Or without the early leadership and
continuing support of Sally Johnstone of the Western
Cooperative for Educational Telecommunications and Trudy

and audiences who took the time because they saw some

sponsorship of an unconventional sort from The
Annenberg/CPB Projects…

Or without adoption of Flashlight by
Steve Gilbert and his colleagues at the American
Association for Higher Education and the Teaching,
Learning and Technology Roundtable Program…

Or without our decision to move forward
an create The TLT Group, in part to encourage
collaborative change at institutions that could be
guided by productive assessment..

Or without the leadership and hard work
of Robin Etter Zuniga in the 1990s to help develop the
Flashlight Current Student Inventory and other materials
and, in 2002, to help us get the funds needed to create
a new Flashlight Online...

Or without Gary Brown's idea to put the
Current Student Inventory into a web-based system to
make finding items and creating surveys easier, an idea
that led to Flashlight Online...

Or without the encouragement and support
of our families.
The list goes on and on. It gives all of us
at The TLT Group a new appreciation for the old Latin
phrase, sine qua non -- "without this, nothing."
