Scott A. Langhorst, Ph.D.
Instructional Technology Systems Planner
Virginia Community College System
Since 1971, Scott has worked in a variety of student
services positions at the University of South Carolina
(Columbia, SC), Trident Technical College (Charleston, SC),
and Blue Ridge Community College (Weyers Cave, VA). He began
work for the Virginia Community College System Office in
Richmond, Virginia in 1989, serving as an Educational
Programs Coordinator, Director of Educational Planning, and
currently, as an Instructional Technology Systems Planner.
As part of the Virginia Community College System's
Instructional Technology Team, Scott has been responsible
for the development and implementation of an operational
plan for instructional technology and distance learning for
the twenty-three community colleges in the VCCS.
Instructional Technology Team project tasks included:
creating a compressed video instructional network utilizing
ATM backbone; refining system wide distance learning
policies; establishing distance learning courses and
curricula; developing interactive and asynchronous
electronic learning resources; and, conducting faculty and
organizational development activities in support of
teaching, learning, and technology. Scott is the founding
webmaster for the Virginia
Community College System World Wide Web site.
Scott has been involved with the TLT project since 1995,
serving as a senior associate, workshop facilitator, and
community college cluster leader for several Summer
Institutes, statewide and regional meetings (e.g., Louisiana
and Ohio), national leadership and planning conferences, and
numerous other workshops. He has also conducted national
presentations on instructional technology, distance
learning, and faculty development at EDUCOM, the League for
Innovation in the Community College, the American
Association of Community Colleges, and the American
Association for Higher Education. He is an instructor and
trainer for basic Internet skills, World Wide Web use, and
the design and implementation of web pages.
Scott holds an Artium Baccalaureum degree in Psychology from
the College of William and Mary in Virginia, a Master of
Education degree in Counseling and Student Personnel
Services from the University of South Carolina, an
Educational Specialist degree in Higher Education from the
University of Virginia, and a Doctor of Philosophy degree in
Public Policy and Administration from Virginia Commonwealth
University.
