Stella F. Shields

Stella F. Shields received her Ph.D. in Communication from SUNY at  Buffalo  in 1989. Since then, she has served on the faculty of Rutgers University,  the State University of New Jersey and designed and taught online courses at Temple University. She is on the faculty of Fordham University in New York and also serves as Senior Associate to The TLT Group. Prior to her  Ph.D., she lived in Venezuela. After leaving Venezuela, she held positions in industry in Montreal, Quebec, Canada, and in Nigeria. Her research  focuses on policy relating to telecommunications access in developing countries and distance learning.
