Rationale
The continuing proliferation of attractive instructional options and resources – and collections of them -- accessible on the Web present both new possibilities and new challenges for advancing teaching and learning with technology.  New structures, new services, and new efforts are needed to take full advantage of this confusing flood.  Web-based collections, repositories, and referatories of instructional resources provide some glimmers of hope, but we need to improve their quality, accessibility, and the support services surrounding them.

Claims

1.  Lifelong Learning is not just for “them.” 
It is for all of us who hope to keep improving teaching and learning.  We continue to need to learn how to find, select, modify, and use some of the new resources and tools – and how to use some of the valuable old resources and tools in new ways.  We need to build more time for learning into our lives.  Most faculty members and other academic professionals need help navigating this rich new world of instructional resources. 

2.  Collections (etc.) can help, but are still inadequate
WELL-ORGANIZED and WELL-MAINTAINED Web-accessible collections
of instruction-related resources can enable more widespread, cost-effective use of new instructional resources.  But even the best collections, repositories, and referatories of instructional resources now available on the Web are NOT adequately comprehensive, selective, organized or supported for these purposes. 

3.  Judgment, selectivity becoming more important
Judgment, selectivity, perspective, and wisdom in finding, developing, and improving Web-based resources – especially the most useful collections/repositories/referatories of those resources -- AND IN HELPING PEOPLE TO USE THEM are becoming ever more important – essential -- for improving teaching and learning.

4.  Need to honor, support and take advantage of faculty and other academic professionals - by improving collections (etc.) and support services
Many faculty members and other professionals in higher education already have some of the expertise and insights most essential for achieving better learning and teaching in the changing educational environment.  We need new ways to honor these people and take advantage of their gifts.  In part, by improving the quality of, access to, and support services surrounding Web-based collections, repositories, and referatories of instructional resources.
